12 Great Drugstore Shampoos for All Hair Types and Concerns, According to Cosmo Editors

Salon-quality results at bargain prices? I'm listening.

By and

I used to think the only way to get shiny, fresh-from-the-salon hair was with a fancy shampoo that I would ration out and use sparingly. I’d carefully measure a tiny amount from the $40 bottle, so my hair would never actually get fully clean. News flash: The drugstore aisle is full of some of the best hair products, including shampoos that deliver a rich lather, glossy finishes, and scents that smell straight out of a salon, all without the price tag.

Despite what you may think, a more expensive shampoo isn't always going to be better. "You can actually get very good quality products at a drugstore," cosmetic chemist Nick Dindio previously told Cosmo. The best drugstore shampoo will vary based on your hair type and needs, but generally speaking, I like to look for budget-friendly shampoos that are free from 1) more aggressive sulfates, such as sodium lauryl sulfate (SLS) and 2) non-soluble silicones, like dimethicone. (And for the record: There is a time and place for both sulfates and silicones! It all depends on what your hair can handle.)

Our top picks for the best drugstore shampoos of 2025:

Ahead, all the best drugstore shampoos, tested and lathered by Cosmo editors with a variety of hair types and concerns, as well as expert tips for finding the best formula for your needs.

Our Cosmo readers are as obsessed too, it just earned a Cosmo Readers' Choice Beauty Award for its ability to leave hair smelling amazing and looking shiny on a budget.

      The One Signature Shampoo

      Pros

      • Effectively removes buildup with gentle cleansers
      • Smells incredible
      • Makes hair incredibly shiny while deep cleaning

      Cons

A dime-sized dollop is enough to give your hair a refresh and leave it silky smooth. It also smells luxe with a rich sandalwood and amber scent.

Cosmo editor review: "This makes my hair feel super clean but not straw-like. In fact, the level of shine it gives my hair rivals that of shampoos that are literally five times the price." — LAUREN BALSAMO, BEAUTY DIRECTOR

        Pantene Daily Moisture Renewal Shampoo

        Daily Moisture Renewal Shampoo

        Pros

        • Deeply hydrates hair with panthenol without weighing it down
        • A favorite among influencers and TikTokers

        Cons

        • Contains sulfates, so too drying for daily use for most

According to Alix Earle in a TikTok, Pantene makes her hair feel "softer than it's ever felt," further making the case for drugstore shampoo. While Pantene has a ton of different options to choose from based on your hair type and goals, there's a reason this O.G. formula is so beloved and has been a bestseller for decades. It's chock-full of panthenol to help hydrate hair, but doesn't feel too heavy. Not to mention, it smells amazing.Cosmo editor review: "This is the shampoo my mom keeps in her shower, and every time I go home, I'm in awe of how soft, smooth, and bouncy my hair is. Pros

        • Smells so nice
        • Uses niacinamide to soothe sensitive scalps

        Cons

        • Might not be strong enough to remove major buildup and oils

          Cons

          • Testers say the lid can snap off easily

Okay, the fact that this thickening shampoo is as cheap as it is truly blows my mind. Great for limp-haired folks in need of some TLC (hi, it's me), OGX Thick & Full helps repair damaged hair with strengthening hydrolyzed wheat proteins, which work to fill in all the little cracks in your hair strands. This one also includes a dose of biotin and hydrolyzed collagen to moisturize and soften hair gently.

Cosmo reader review: "I started using OGX Thick & Full Shampoo a few months ago and was surprised by its rich lather and scent. I have very fine, fly-away hair, and using OGX makes it fuller and more manageable. I've tried similar shampoos, but none of them worked as well as this one."

If you have dry or damaged curly hair (think: types 3a to 4c), this coconut-based cleanser is a must-try. A go-to for Cosmo beauty contributor Shammara Lawrence, the ultra-moisturizing formula is packed with coconut oil, shea butter, and neem seed oil that'll leave hair feeling silky and soft—plus, you don't have to worry about damage, thanks to the sulfate- and silicone-free formula. It's also won a Cosmo Readers' Choice Beauty Award for multiple years in a row.

Cosmo reader review: “It makes my hair feel clean without being stripped, which is pretty impressive with my EXTREMELY thick & coarse hair."

              Pros

              • Biotin and hyaluronic acid makes hair look thicker
              • Super affordable compared to other thickening shampoos on the market

              Cons

              • It's not sulfate-free, so you shouldn't use it every wash day

You may think you need to spend a ton of money on pricey growth serums and shampoos to thicken your hair. Newsflash: You don't (not to mention, the only over-the-counter product proven to actually work is minoxidil, not a hair-growth shampoo, unfortunately). Instead, opt for a volumizing shampoo like this to help create the illusion of thicker hair. A mix of biotin and hyaluronic acid plumps strands, making them look fuller, while also creating an ideal scalp environment to grow longer and thicker over time. TBH, it's no surprise it won a 2024 Holy Grail Beauty Award.

Cosmo editor review: “After having a baby last year, my already fine hair thinned so much. I haven’t been able to find any product that made my hair feel any fuller—and I’ve tried lots—until I started using this shampoo. • Tamps down on frizz, even in humid environments

                Cons

                  Cons

                  • Not everyone is a fan of the fresh scent

In case you weren't aware, apple cider vinegar shampoos have incredible clarifying powers, and former senior editor Lauren Fisher swears by this budget-friendly option for her extra oily hair. It uses sodium citrate (a chelating agent) and ACV to gently cleanse strands without leaving 'em feeling stripped—and, as a bonus, it contains colloidal oatmeal to soothe itchy scalps as well.

Cosmo reader review: "This stuff is just excellent. My curls have never been so defined, frizz-free, bouncy, and shiny! Added bonus that it smells amazing. You don’t need much of either the shampoo or conditioner. Gives a deep clean while also adding back some moisture. 10/10."

                    • Free of alcohol, fragrance, essential oils, and other potential irritants
                    • Formula is loved by dermatologists

                    Cons

                    • Not the best for hydrating hair and scalps, so you might want to use in tandem with another shampoo
                    • May be hard to find at the drugstore IRL

There's nothing worse than suffering from a dry, itchy, inflamed scalp—and tbh, the last thing you want to do is add iffy ingredients and fragrances to an already-sensitive area. Enter: this mild, non-medicated formula from Vanicream, which is free of legit every irritating and potentially questionable ingredient there is, so you're only left with a cleaner, happier scalp (and no lingering scents).

Cosmo reader review: "One of the best shampoos on the market. Your hair will feel more amazing than ever. Scent-free, so shouldn’t have any allergic reaction. Very good for dry/sensitive scalps when you want to lay off the heavy-duty stuff."

We also included our personal favorites based on lather, cleansing power, ingredients, scent, and overall performance.

Salon vs. drugstore shampoo—which is better?

                      linebreak

Why do drugstore shampoos get a bad rap? Generally speaking, drugstore shampoos tend to rely on harsher detergents, while salon products tend to be gentler on strands and scalps. But that doesn't mean all drugstore shampoos suck!! Just like any beauty product, a formula is only as effective as its ingredients, and there are *tons* of drugstore hair products (including shampoos) that really, really deliver. As hairstylist Giovanni Vaccaro previously told Cosmo, "You do want to make sure the shampoo you're using, regardless of the price, is tailored to your hair's specific needs, so you're not wasting your money or hurting your hair."

What is the healthiest shampoo for your hair?

horizontal line spanning across the width

There's not a one-size-fits-all answer to this question, simply because everyone's hair is different. To find the healthiest shampoo for you, you'll want to look at your hair and think about what it needs. Is it feeling dry and brittle? You should probably pick up a hydrating shampoo, like the CeraVe Gentle Hydrating Shampoo. Do you wish you had more volume? Time to grab a thickening shampoo to enhance body. (We love the John Frieda ULTRAfiller+ Thickening Shampoo for Fine Hair.) Are you dealing with a sensitive scalp? Vanicream Shampoo will help.

Before buying an affordable shampoo, consider what hair issues you're dealing with and think about your hair type. Taking both of these into account will lead you to the healthiest shampoo for you!

How to choose the best drugstore shampoo:

                      linebreak

Consider skipping the sulfates and silicones.

Let me say it again for the ppl in the back: Sulfates are not the enemy, and some people can actually benefit from using sulfated detergents. That said, sulfates are harsh surfactants that can strip away your hair and scalp's natural oils, so those with dry, damaged, or overly-processed hair should probs avoid them (or at least use them *very* sparingly).

Likewise, silicones are great for giving hair slip and shine, but they can also weigh down fine, thin, or straight hair types. Instead, look for lightweight silicone alternatives, like hemisqualane (also known as c13-15 alkane) or water-soluble proteins (such as hydrolyzed wheat protein).

                      Check out the fragrance.

If you can, do a sniff test before investing in a shampoo to make sure it speaks to you before lathering up—otherwise, you might be stuck smelling it for days. And, ofc, you'll want to determine whether you prefer a synthetic or natural fragrance.

Artificially fragranced products are not inherently bad, but if you do go with a synthetic fragrance, you'll want to make sure it's free from lilial, phthalates, or any other potentially harmful ingredients. Also! If you are allergic to fragrances, have a v sensitive scalp, or would rather steer clear of synthetic fragrances altogether, I suggest choosing a formula that's only scented with essential oils, such as Avalon Organics Volumizing Rosemary Shampoo.

Keep your hair type and texture in mind.

When choosing a drugstore shampoo, it's always helpful to understand your hair porosity (aka your hair's ability to absorb and retain hydration). For instance, those with low-porosity hair will typically wanna stick with formulas that use lightweight serums to smooth and hydrate, while those with high-porosity hair can usually handle heavier oils and butters (like the ones in the SheaMoisture Curl & Shine Shampoo). Not sure about your hair porosity? Take the Curls Bot porosity quiz.

Likewise, it's also good to know your hair type and determine what kind of formula will work best for your texture. (Did you know there are 12 distinct hair types??) Cosmo's got a helpful hair type guide to get ya started, 'cause knowledge is power.
